Hunger Solutions New York, Inc., incorporated in 1989 and based in Albany, is a statewide nonprofit organization that strives to alleviate hunger in New York by promoting awareness of hunger, public policies that contribute to ending hunger, and participation in federal nutrition assistance programs such as SNAP, WIC, the Summer Food Service Program, the School Breakfast and National School Lunch Program, and the Child and Adult Care Food Program (CACFP).

Hunger Solutions New York administers the Nutrition Outreach and Education Program (NOEP), a statewide SNAP outreach, education, and application assistance network that includes 40+ contractors located across the state.

Summary of position:
The Contract Management Specialist reports to the Director of Field Operations and will oversee a portfolio of NOEP contractors that conduct and implement outreach for food programs, assist potentially eligible households to apply for and receive SNAP benefits, and work to resolve barriers to SNAP participation. Key responsibilities will include:

  • Ensure contractors understand NOEP’s policies and procedures.
  • Provide technical assistance to contractors with regards to effective outreach messaging and educational activities, community-based collaborations, and client tracking systems.
  • Ensure contractors understand and complete quarterly reporting requirements.
  • Review and analyze quarterly reports for the portfolio of contractors.
  • Monitor each contractor’s progress towards annual targets.
  • Identify successful practices that can be shared and/or contract issues that need to be addressed including corrective action when necessary.
  • Complete onboarding process with new contractors.
  • Maintain complete, accurate and up-to-date files.
  • Conduct site visits and complete related reports.
  • Support development and/or implementation of online contract management systems as necessary.
  • Attend training, conferences and all other travel as assigned.

The ideal candidate for this position will be professional, organized, detail oriented, efficient and adaptable with a proven ability to work autonomously or as a part of a team. Must have strong oral and communication skills. History of understanding outreach and education practices, collaborating with community-based organizations and effective approaches to delivery within the human services field required. Experience working in disadvantaged communities, knowledge of federally-funded nutrition assistance programs, and history of providing technical assistance to contractors is preferred. Associates Degree in related field required, Bachelor’s Degree preferred. Proficiency with Microsoft Office is essential. Bilingual ability is a plus.

Compensation & benefits:
Hunger Solutions New York is committed to its employees and thusly provides a competitive compensation package. Salary will be commensurate with experience, but is expected to be $42K-45K. Hunger Solutions New York offers fully paid benefit premiums including health, dental, life, short and long term disability, and a retirement plan that offers a 5% match (different vesting periods apply to each benefit and will be discussed as part of the interview process). A Health Reimbursement Account (HRA) may be available depending upon the health insurance package chosen.
