Statement on President's Proposed Budget
STATEMENT ON PROPOSED FEDERAL BUDGET: PROPOSED SNAP CUTS WOULD SIGNIFICANTLY INCREASE HUNGER AND POVERTY IN NEW YORK STATE
ALBANY, NY -- The Trump administration’s fiscal year (FY) 2018 budget proposal includes drastic and dangerous cuts to the Supplemental Nutrition Assistance Program (SNAP) which will have a devastating effect on millions of low-income New Yorkers.
The president’s proposal threatens the nutrition safety net for children, seniors, people with disabilities, veterans, and adults struggling with low wages, temporary joblessness and involuntary part-time work. This budget would shift more than $8.5 billion in SNAP benefit costs to NYS over ten years, and abandons the national commitment to provide low-income households a SNAP benefit sufficient to afford a basic diet. It looks to discourage retailers like local grocers, farmers, and other small food outlets from redeeming SNAP benefits, and therefore creates more food deserts in our state. Other damage to SNAP would come from proposals to cap benefits for larger families, eliminate the minimum benefit (affecting mostly seniors), and making an eligibility “cliff” worse by prohibiting NYS from assisting working poor families who spend a large portion of their earnings on rent and/or day care costs.
SNAP is one of government’s most effective programs and serves as the first line of defense against hunger. It lifts and keeps New York families out of poverty, improves nutrition and health, and boosts the economy. It is one of the nation’s very best investments.
The damage that SNAP cuts would inflict — combined with the damage from the President’s proposed cuts to Medicaid, Temporary Assistance for Needy Families, the Children’s Health Insurance Program, housing programs, assistance to people with disabilities, and other low-income supports — will create untold suffering for New Yorkers. These cuts must be rejected by Congress.
