NOEP Request for Proposals

 

Hunger Solutions New York is soliciting proposals for the Nutrition Outreach and Education Program (NOEP). Community-based nonprofit organizations will have the opportunity to apply for a contract to provide free, confidential Supplemental Nutrition Assistance Program (SNAP) information, education, prescreening and application services to low-income New Yorkers in a defined service area. What is a NOEP agency​?
NOEP, managed by Hunger Solutions New York, has been in operation in New York State since 1987. Through the program, 501(c)(3) community-based organizations are funded to: promote the benefits of SNAP, formerly known as the Food Stamp Program, to the local community; provide outreach, information, education and prescreening to eligible non-participants of SNAP; assist households with the SNAP application process; and help resolve barriers to SNAP participation. In addition, NOEP projects promote awareness of the Summer Food Service Program and the School Breakfast Program.

What organizations are eligible to apply for NOEP funding?
Applications will be accepted from any 501(c)(3), tax-exempt organization that is incorporated in NYS for a purpose sufficiently broad enough to include providing services or other assistance to economically or socially disadvantaged persons.

How is a NOEP service area defined?
Agencies can apply to serve one or more entire counties outside of New York City. In New York City, agencies can apply to provide SNAP outreach and education in parts of a borough(s), an entire borough or multiple boroughs. However, all New York City agencies funded to provide NOEP services must agree to assist any New York City resident that requires assistance with SNAP regardless of the agency's proposed service area. 

What is required of a NOEP agency?
Organizations that receive NOEP funds are required to employ at least one, 100% NOEP-funded, full-time NOEP Coordinator solely devoted to performing NOEP-funded activities. Organizations outside of NYC that are funded to serve more than one county must do the same in each county served. Additionally, organizations outside of NYC that serve more than one county must provide office space for the NOEP Coordinator and sustain a daily presence in each county served. 

What are the benefits of being a NOEP agency?
NOEP agencies expand the breadth of services they offer by employing a NOEP Coordinator who prescreens households for SNAP eligibility, provides SNAP application assistance, and implements outreach activities to increase participation in SNAP and other federal nutrition programs. SNAP participation helps people to purchase the food they need to stay healthy and productive. It also benefits the community at large. SNAP brought $4.9 billion into New York State in 2016. Those funds were spent locally, at grocery stores, bodegas and farmers’ markets.

How does Hunger Solutions New York support NOEP agencies?
Hunger Solutions New York works closely with each organization that receives a NOEP subcontract. Each subcontractor is assigned a NOEP Contract Manager for program-related assistance, information and technical support.  A SNAP Technical Assistance Specialist is also available to all subcontractors for assistance with SNAP enrollment-related information and technical assistance.

How much is the funding?
The average annual funding level for projects providing services in New York City and in Long Island is expected to be approximately $75,000. The average annual funding level for services in a county in the rest of the state is expected to be approximately $65,000. For organizations proposing to serve more than one county outside of New York City, the average annual funding level is expected to be approximately $55,000 for each additional county to be served.

What is the duration of the funding period?
The RFP awards are issued for a four-year cycle (July 1, 2018 – June 30, 2022). Annual contracts will be awarded to begin July 1, 2018, with the potential for negotiated target and budget renewals for up to three additional years, subject to the availability of state and federal funds.

Do current NOEP agencies need to reapply?
Yes. Prior receipt of a NOEP contract does not guarantee an award. This is a statewide, open, competitive process. All interested, eligible agencies are encouraged to apply. Each proposal will be reviewed and scored based on its own merit.
